Bringing Deep-Tech Open Innovation to Public Safety

Dimension X is Hatch’s flagship global open innovation challenge that balances the need for rapid proof-of-concept validation and the importance of actual public safety operational requirements.

Our programme is designed to crowdsource for deep-tech start-ups, university spin-outs, and scale-ups across all industry sectors, countries, and funding stages. Technology innovators can validate their deep-tech solutions against real-world public safety challenges faced by Singapore’s Home Team.

Over four months, selected teams work alongside end-users and technical stakeholders to develop proofs-of-concept and demonstrate their impact, with successful projects having further opportunities to explore pathways towards operational deployment.

/
Challenges

Tech innovations for those who need it most

We work closely with public safety end-user agencies like Singapore’s Home Team to distill the core of their challenges via our proprietary challenge discovery sprints. All published challenges in Dimension X have an owner – this is how we enable challenge-solution fit and deliver mission impact for Singapore’s public safety.

Real World Challenges Funded For Impact

Hatch’s flagship open innovation challenge that balances the rigorous validation of actual challenges with rapid proof-of-concept research and development.

4-month Programme

Open Innovation Challenge

Championed By End-Users

Cohort Demo Day

4-month Programme

Innovation at Pace

Dimension X is our flagship programme that is designed to match public sector’s rigorous challenge-based validation with private sector’s ability to move innovative research and development work at pace. The entire proof-of-concept development process is contained within 4 months to balance and respect the resource outlay of our public safety challenge owners and onboarded global start-ups.

Open Innovation Challenge

Local Opportunities, Available Globally

To keep to the full spirit of an open innovation challenge, Dimension X is open to all deep tech start-ups globally. The programme is fully country agnostic, with applicants shortlisted on the suitability and innovativeness of their technological solutions. Dimension X opens the hatch for global start-ups to create mission impact with real world challenges – as long as they are willing and able to conduct a proof-of-concept development either remotely or in Singapore.

Championed By End-Users

Understand Operational Contexts and Requirements

All challenges in Dimension X are sourced directly from actual public safety end-users or operational stakeholders that face those needs in the field. This is an intentional feature of the programme meant to bridge the challenge-solution gap by creating a shared tangible end point for both challenge owners, or Champions, and their selected start-ups can work towards together.

Cohort Demo Day

Showcase To Decision Makers & Ecosystem

Each Dimension X cohort concludes with a Demo Day for all participating start-ups successful in completing their working proofs-of-concept to showcase their work at an invite-only Demo Day. Each Demo Day sees an audience of hundreds made up of public safety decision makers, operational end-users, as well as innovation ecosystem stakeholders and investors from Singapore and beyond.

FAQ

Frequently Asked Questions

Who is eligible to participate?

There are no geographical or company size requirements for participation. All applicants must either own the IPs or have a valid license to use the IPs of the technology solution proposed.

What stage should my technology be at?

Dimension X looks for deep-tech solutions in reference range of Tech Readiness Levels 4 to 7. The key is for the company to have a technology in the form of a working prototype, but untested in the public safety operational environment.

What if the solution fits more than one challenge statement?

Start-ups can apply for more than one challenge statement by selecting them in the application form. Applicants are to ensure that the pitch deck submitted explains its technologies and how they are relevant to the selected challenge statement(s).

What are the selection criteria?

Applicants will be evaluated on their fit to challenge, novelty of technology, relevant team experience, and business model. The entire selection process is conducted virtually.

What happens after submission of the application?

Shortlisted applicants will receive an invitation to pitch their company and technology to the challenge owners.

Finalists will get a chance to meet with the challenge owners in a one-to-one virtual meeting to learn more about the challenge statement(s). After which the applicant will be asked to submit a proposal for the final selection.

Who will evaluate the submitted proposal for Dimension X?

A panel of Hatch, Home Team challenge owners and relevant tech experts from HTX (Home Team Science & Technology Agency) will evaluate the applications.

Will participants have to give up any equity or IP?

Hatch does not retain any equity or ownership of the solution developed during the programme. Participants retain full and exclusive ownership of their information and intellectual property rights.

Can an off-the-shelf solution be proposed for Dimension X?

Applicants offering customisations to existing solutions to meet challenge requirements are eligible for Dimension X.

However, applicants with purely market-ready products without customisations will not be eligible for Dimension X, and may still get in touch with Hatch to be considered for other programmes.

What is expected during the programme?

Participants will be expected to develop a working proof-of-concept each during the programme.

All participants will also be required to fly twice to Singapore for a period of one week each – during onboarding week and at the end of the programme for Demo Day and on-site tests.

The prize money is intended to cover all proof-of-concept development costs and travel arrangements. No extra travel allowance will be disbursed.

How will the prize money be disbursed?

The S$100,000 prize money is intended to cover all POC development costs and travel arrangements. It will be disbursed in two tranches: 1) 50% after contract signing; and 2) 50% after submission of information for closing report.

Where will the on-site tests and Demo Day be held?

Both of these will be held in Singapore, with all participants required to be in-country to attend them. The former will be held at a location selected by the challenge owner. The Demo Day is on a separate day and location, and includes exhibition time and a pitch slot per participant.

Can applicants amend or resubmit their proposals?

Please do not resubmit your proposal. Reach out to the Hatch team via the contact form the changes or amendments to your original submission.

How many awardees can each challenge statement have?

The exact number of awarded applicants for each challenge statement depends on the challenge owner, with the default otherwise being one.

How will applicants awarded under the “Out-of-the-box innovative technologies” category proceed with the programme without a challenge statement?

If selected, Hatch will match a challenge owner that covers a related domain area to champion the proof-of-concept development in the programme.

How will the information submitted in the application be shared?

The information submitted by applicants will only be made available to:

  • Hatch

  • Selection panel

  • Challenge owners from the contributing public safety agencies (e.g. Home Team)

If selected, a participant's proposed solution may be announced in the public domain for the purpose of marketing promotions.

How will access to potentially sensitive data be managed? (e.g. to train machine learning models)

Access to (potentially) sensitive data are handled on a case-by-case basis between the awarded applicant and the challenge owner. Depending on the target outcome, if real data cannot be shared, the challenge owner may request the use of open source or simulated data.

What happens after the programme?

Hatch will provide support and guidance for scaling successful proofs-of-concept from Dimension X towards opportunities for operational trials, with the eventual goal of deployment.
